Anyone else notice weird budget cuts happening everywhere?

Getting a bit antsy here. I'm in a mid-level engineering role in the Safety division, been with 3M for about 4 years now. Over the past few months, it feels like a slow tightening of the screws. Travel is getting scrutinised more than ever, training budgets slashed, even simple supply requests are taking longer to get approved. My manager is acting cagey when asked about it, just generic 'efficiency' talk. It feels like more than just belt-tightening, though. Anyone else on the ground level seeing these kinds of signals? Wondering if it's a precursor to something bigger, or if I'm just overthinking it. Just feels... off.
