Honestly, 'efficiency drives' have been a buzzword at 3M for as long as I can remember. Every few years, it cycles back. They always want 'more with less.' I'd be surprised if this leads to anything genuinely 'bigger' beyond the usual budget tightening. Focus on doing your job well; that's usually the best defense.
