Project delays and 'reallocation of resources' - code for layoffs?

We've had a couple of significant projects suddenly put on indefinite hold, with management citing 'reallocation of resources' and 'strategic realignment.' This happened right after some unusually quiet performance review cycles where 'areas for improvement' were highlighted, even for long-term employees with solid track records. My gut feeling is that this is a precursor to actual layoffs, or at least a significant reduction in force that they're trying to avoid announcing directly. Are these 'reallocations' just a way to shed people without the severance packages or the PR hit? Anyone else seeing their projects stalled or team members being 'reallocated' to 'strategic initiatives' that seem vague at best?

I've seen this play out before at other companies. The 'reallocation of resources' and 'strategic realignment' buzzwords are pretty standard smoke and mirrors for impending cuts. It's a way to soften the blow and avoid the public relations nightmare of an official layoff announcement. Focus on documenting your contributions and keeping your resume updated. It's a tough situation, but being prepared is the best defense.
