Seeing a lot more 'delayering' discussions. Anyone else?

Hey folks, been at 3M for a while now, and lately, there's been a lot more talk around 'delayering' and 'streamlining the org structure' in various meetings. It's always framed as efficiency improvements, but honestly, it feels like a precursor to something bigger. Saw a few people from middle management suddenly 'transitioning' out last quarter, and it wasn't framed as a layoff. Just wondering if anyone else is hearing similar buzz or seeing changes that feel like headcount reduction in disguise. It's unsettling when the official line is 'business as usual' but the undertones are different.
