I'm right there with you. The "streamlining" sounds good on paper, but in practice, it often feels like a lot of shuffling deck chairs. My department went through a similar "reorganization" last year. New org charts, new names for old teams, but the workload remained the same, and frankly, communication got worse for a while as everyone figured out who was doing what. It’s definitely unsettling when you’re in the middle of it.
From what I've seen, "restructuring" can mean a few things, and not all of them are bad. Sometimes it's genuine efforts to eliminate redundancies and make things more efficient. Other times, yes, it can be a preamble to layoffs or a shift in strategic direction that might not benefit everyone. The key is usually whether there's actual investment in new tools or training alongside the changes, or if it's just cosmetic.
