AECOM Project Wins vs. Headcount - Anyone Else Puzzled?

On one hand, AECOM seems to be landing some pretty significant projects lately, which is great news for the company's future, right? But on the other hand, I'm hearing more and more about hiring freezes in certain areas and a general 'do more with less' mentality. It's a bit confusing. If we're winning big contracts, why the talk about potential cutbacks or a lack of new hires? Am I misinterpreting something, or is there a disconnect between the project pipeline and the actual staffing situation? Maybe it's about skill sets not matching the new projects, or perhaps the larger projects require different types of resources than we currently have in abundance. Would love to get some insight from others who might have a clearer picture of the business development and resource allocation strategy. Is anyone else seeing this pattern?

It's definitely a common observation in the industry. Sometimes large project wins don't immediately translate to headcount increases. There can be a lag, or the new projects might require a different skill set than what's readily available or prioritized for hiring. Plus, companies often strategically staff major projects with existing resources before bringing on more people, especially if they're trying to manage overhead closely. It could also be that wins are concentrated in specific divisions while others are facing slowdowns, leading to a mixed message internally.
