Hmm, I haven't really noticed anything like that on my end. Expense reports have been business as usual. Maybe it's specific to your department or location? Sometimes regional managers or specific team leads get more autonomy to set their own internal policies, and it can filter down. Could be worth asking a peer in a different department if they're experiencing the same. Don't want to be the one to dismiss your concerns, but it's not a universal trend from what I can see.
