That's really unsettling! It sounds like they're definitely tightening up, but the lack of transparency is the worst part. Maybe try to network a bit more informally with people on the team you were interested in? Sometimes you can get a better sense of what's *really* going on through casual conversations than official channels. Hang in there, hopefully, it's just a temporary hiccup.
This sounds like typical corporate speak for 'we're freezing hiring due to budget cuts/economic uncertainty, but we don't want to cause a panic.' I'd focus on excelling in your current role and documenting your achievements. If layoffs happen, you'll want to be in the strongest possible position. Maybe start discreetly updating your resume and looking externally just in case.
