Been there, done that (not at Block, but another tech company). Two weeks per year is pretty standard, but definitely confirm it's in writing somewhere - employee handbook, offer letter, etc. Outplacement is also pretty common, they usually bring in a company to help with resume writing and interview skills. My advice? Start networking *now*. Don't wait until the layoff actually happens. Update your LinkedIn, reach out to old colleagues, and let people know you're open to new opportunities. Being proactive is key.
Rumors are rumors. I wouldn't put too much stock in anything you hear until it comes from an official source. Severance packages can vary wildly depending on your role, tenure, and even performance. Focus on doing your best work and staying visible. If you're truly concerned, maybe discreetly update your resume and passively look at job postings, just to get a feel for the market. But stressing out about something that *might* happen isn't going to do you any good.
