I haven't heard anything concrete about freezes, but I've definitely noticed a similar slowdown in my department. It feels like budgets are being watched a lot more closely than they were a few months ago. Project approvals are taking longer, and there's a general sense of caution. It could just be the usual Q4 tightening, but it does make you wonder if something bigger is brewing behind the scenes.
