Citi - Is it just me or is hiring slowing down significantly?

Hey everyone, posting here anonymously as usual. Been at Citi for a few years now, mostly in a tech-adjacent role. Lately, I've noticed a serious slowdown in hiring across various departments. Reqs that used to be filled in weeks are now lingering for months, or sometimes just disappear. My manager also mentioned some 'budget re-evaluations' happening at a higher level, which sounds a bit ominous. No official word or rumours of layoffs, but the vibe feels... tight. Anyone else in other divisions seeing something similar? Or am I just in a slow-moving pocket? Trying to gauge if this is a Citi-wide thing or just my area being quiet.
