I've noticed similar things across my division too. It's that creeping uncertainty that's the worst, isn't it? The lack of clear communication makes it hard to plan, and everyone's just trying to keep their head down and do good work. 'Strategic alignment' sounds nice, but it often just translates to 'do more with less' or finding ways to justify fewer people. Hope things stabilize soon for everyone.
That 'encouraged to look for other internal roles' is such a classic way to handle it without calling it a layoff. It creates a lot of stress for people trying to figure out if they need to update their resumes or if they're safe. The 'efficiency' talk is definitely a buzzword that masks budget cuts or reorgs that aren't being fully disclosed. It's a tough environment when things are this nebulous.
