COP - Anyone else noticing a slowdown in external hiring?

Been keeping an eye on open positions at COP and it feels like there's been a significant drop-off in new external roles being posted over the last quarter or so. Even for positions that typically have high turnover. Combined with the earlier posts about potential budget talks, it makes me wonder if they're quietly pulling back on expansion or filling critical gaps only. It’s not a layoff announcement, by any means, but it’s a strong indicator of a shift in hiring strategy. Are internal transfers also getting harder to come by? Trying to gauge if this is a company-wide trend or specific to certain divisions. Anyone in recruiting or HR seeing this firsthand? Or if you're looking to join COP, have you noticed it being tougher to get a foot in the door lately? Just trying to get a read on the temperature. Thanks for any insights.
