I hear you. The 'be more proactive' line is code for 'we don't know what you're doing but want you to do more of it.' I'd suggest documenting everything *you* do proactively. Then, when you get that feedback again, you can present a clear list of initiatives. Might not change their minds, but at least you'll have ammo when negotiating your exit package. Good luck, and don't burn yourself out further trying to decipher corporate buzzwords.
Three years is a good run. But the grass isn't always greener. Have you thought about talking to your manager and being direct about your burnout and the outdated tech? Maybe suggest some concrete solutions for upgrading the stack or streamlining processes. Document your suggestions to prove that you are being proactive. If they're unwilling to listen or make changes, then yeah, polish that resume and get out. But at least give them a chance to respond before jumping ship. A slightly better version of your current job is probably better than a new job.
