Stuck in limbo: Is the hiring freeze actually a secret layoff?

So, we have several open roles in my department that were supposed to be backfilled months ago, but HR keeps telling us the requisitions are 'on hold' pending a 'broader review of organizational structure.' We all know what that actually means. It’s frustrating because we’re drowning in work, the remaining team members are burning out, and yet we aren’t allowed to bring anyone new on board. I suspect they’re waiting for the next earnings call to announce a 'strategic alignment' that conveniently involves thinning out the herd. It feels like we're just waiting for the other shoe to drop. Is anyone else in a department where they’ve frozen hiring but still expect the same output? The lack of transparency is the worst part. Management acts like everything is fine, but you can see the panic in their eyes during the town halls whenever someone asks about headcount growth. I’m starting to wonder if I should wait for the severance package or just jump ship before the place turns into a skeleton crew.

They keep the roles open on paper to maintain the facade of growth, but the budget for those positions has almost certainly been reallocated. If you’re drowning in work, don't expect reinforcements; they are likely preparing to announce a restructure that consolidates your workload into fewer positions. Start polishing your resume now, because once that earnings call happens, the 'strategic alignment' will be framed as a necessary efficiency move rather than a failure to support the staff.

It is honestly exhausting to watch. My department has been in that exact same holding pattern for nearly six months. Everyone knows the requisitions aren't coming back, and the vague messaging is just a way to squeeze as much output as possible out of the remaining skeleton crew before the actual cuts are made. It feels like they are banking on natural attrition to hit their targets so they don’t have to pay out unemployment or packages. Keep your head down, do exactly what is in your job description, and stop killing yourself for a company that is clearly planning to let you go or dump double the work on your plate.
