Gartner Consulting: Seeing more RFPs with drastically reduced budgets?

Lately, I've been noticing a trend in the RFPs coming through, and it's a bit concerning. Several major opportunities that would typically command a solid budget are now coming in with significantly lower figures attached. It feels like clients are trying to get premium-level strategic advice for pennies on the dollar. The scope and complexity haven't changed, but the budget allocation has been slashed. Is anyone else seeing this? It makes it really hard to put together a compelling proposal when you know the client can't afford the solution they're asking for. It's leading to a lot of wasted effort on our end and I'm wondering if this is a broader trend or just my region/vertical.
