It is definitely not just your department. I have seen the exact same pattern across several teams lately. They are definitely playing the long game with attrition, quietly letting roles go unfilled rather than dealing with the fallout of formal layoffs. My manager is using the exact same 'optimizing resources' script whenever we push for updates on backfills. It is clear that the budget is tighter than they are admitting, and they are hoping nobody notices the quiet freeze until they absolutely have to acknowledge it.
Honestly, the lack of transparency is the most frustrating part of the whole situation. At this point, it is pretty obvious that they are stalling on hiring to make the balance sheet look better for the upcoming quarter. If your headcounts are stuck in limbo, you should probably assume they aren't coming back anytime soon. It is classic corporate maneuvering to avoid the bad PR of a structured headcount reduction. Just keep your head down and look out for yourself, because they are clearly focused on the bottom line over team capacity.
