Internal transfers drying up?

Anyone else who's been looking to move internally at Halliburton finding it way harder than usual? I've been trying to get a position in a different division for months now, and the postings are either disappearing quickly or just never seem to get filled. HR keeps saying 'hiring is proceeding normally,' but my applications aren't even getting acknowledged. I know a few people who were expecting internal moves to happen this quarter and those are now apparently on indefinite hold. It makes you wonder if they're quietly freezing internal mobility as well as external hiring, maybe as a cost-saving measure before anything more drastic happens. It’s frustrating because I’m trying to be proactive and stay within the company, but it feels like the doors are closing. Any insights or similar experiences would be appreciated. What's the strategy here?
