I hear you. Those district roles can be brutal with travel. "Top of the band" often just means "lowest they think you'll accept." I'd push back HARD, especially since you're already in the company. Calculate your TOTAL cost increase (gas, car maintenance, maybe even food if you're eating out more) and present that as a minimum acceptable increase. If they won't budge, seriously consider if the experience boost is worth the financial hit.
Honestly, I'm a little skeptical. District roles at Home Depot are generally well-compensated. Are you SURE you're understanding the full benefits package? Sometimes the base salary looks low, but the bonuses and stock options can make a HUGE difference. Double-check everything, and maybe talk to someone who's already in that position to get a realistic picture.
