Honestly, it's hard to say for sure, but 2 weeks per year of service sounds pretty generous these days. A lot of companies are doing the bare minimum – often just a couple of weeks regardless of tenure. Definitely research comparable companies in the Bay Area and try to get a sense of what they offer. If you do get an offer, don't be afraid to negotiate, especially if they're asking for a non-disparagement agreement. You could try for benefits continuation or outplacement services too. Good luck!
I wouldn't get too worked up about rumors. Mass layoffs are rarely as bad as speculated. Focus on your performance and making yourself indispensable to your team. Being proactive and demonstrating value is the best job security you can have. And, even if layoffs DO happen, it doesn't necessarily mean you'll be impacted. Dwelling on hypotheticals just creates unnecessary stress. Spend that energy on being awesome at your current job instead!
