I’ve seen this script play out before at IQVIA. When the open reqs start vanishing into thin air without any clear communication from leadership, it is rarely just a temporary budget adjustment. The HR silence you mentioned is the biggest red flag. They are likely being coached to say nothing until the final lists are approved. Start updating your resume now and make sure you have copies of your performance reviews offline. Better to be prepared for a RIF than to be caught off guard when the calendar invite for a 'mandatory team sync' suddenly appears.
Honestly, don't read too much into the office chatter. Every time there is a slight dip in headcount or a pause on hiring, people start panic-mongering about RIFs. IQVIA is a massive organization and these freezes happen periodically to balance the books for the next quarter. It might just be the standard fiscal discipline we see every year before the budget resets. Unless you have heard something concrete from senior management, try to stay focused on your deliverables. Most of the 'insider info' floating around the breakroom is just noise.
