Internal transfers becoming scarce?

I've been looking to move internally within Moody's for a while now, aiming for a different division to gain new experience. Historically, there seemed to be a decent number of internal postings and opportunities to explore different roles. However, over the past six months or so, the internal job board feels incredibly stagnant. The few roles that do pop up seem to get filled almost immediately, or the requirements are so specific it feels like they were posted for a pre-selected candidate.
Coupled with the general feeling of budget conservatism I'm sensing across the company, I'm starting to wonder if internal mobility is being restricted. Is anyone else finding it harder to move internally? Are they prioritizing external hires, or is it just a general 'hunker down' mentality where people are less encouraged to move teams?
Again, no official announcements or anything concrete, just an observation from my end. Trying to understand if this is a trend or just my perception. Any thoughts or similar experiences would be appreciated.
