I’ve noticed the exact same thing. The terminology has definitely shifted from 'development' to 'operational necessity.' It’s pretty obvious that they are documenting everything to protect against any potential fallout while trimming the headcount. When the focus moves to 'efficiency' and 'optimization' this aggressively, it’s rarely about individual growth. I’ve been documenting every positive contribution I’ve made just in case, because the current environment feels much more about protecting their bottom line than supporting the people on the ground.
Honestly, it sounds like the standard corporate pivot to justify mid-year layoffs. Whenever management starts harping on 'scrutinized budgets' and 'optimization,' it’s a massive red flag that they’re preparing to cut roles. Don't take the defensive tone personally; it’s just the managers following a script from the top down to make the process easier for HR. Keep your head down, do your work, but definitely keep your resume updated on the side. The writing is clearly on the wall this cycle.
