The 'business needs' line is always the first sign that they aren't actually finished. I’ve been through three rounds of layoffs at previous companies, and they always start small to keep the remaining staff from walking out all at once. If you’re feeling that level of anxiety, you’re reading the room correctly. Take the time to polish your resume and reach out to your network now while you’re still employed. Don’t wait for another 'quick sync' to find out you’re part of the next wave.
I wouldn't hold your breath waiting for transparency from leadership. They’ve been leaking information for months, and at this point, the lack of communication is a strategic choice to keep us productive for as long as possible. Sixteen people might seem like a small number, but it’s clearly meant to signal that nobody is safe. Just keep your head down, do the bare minimum, and protect your own peace. If another shoe drops, let it drop—it's just a job, and the writing is clearly on the wall.
