Is anyone else seeing a hiring freeze at PayPal India?

With the recent layoff news (220 people in India as per Reuters), I'm starting to feel like there's a de facto hiring freeze in effect, at least for my division. I've had a role open for months and it's just been stalled with 'budgetary review' and 'strategic realignment' talk. It's frustrating because the work still needs to get done, and now we might be even more stretched thin. For those still at PayPal in India, are you seeing similar slowdowns in hiring or new project approvals? Just trying to gauge if this is a company-wide thing or specific to certain departments. Feels like the constant restructuring is impacting day-to-day operations.
