RPM - Hiring freeze vs. attrition?

Seeing a lot of open roles in our system that have been sitting stale for months without being filled. I checked our internal portal yesterday and about 60% of the postings I looked at are dated back to late last year. When I asked HR about a backfill for a teammate who left in January, I was told there’s a 'pause' while they re-evaluate global resource allocation. We all know what that means. If they aren't replacing departures, they are definitely trying to lean out the company without the PR hit of a formal layoff announcement. It’s a slow-burn strategy. I’m curious if other divisions are experiencing the same hiring gridlock or if my specific branch is just being targeted for cost-cutting. Don’t want to dox myself, but let's just say the silence from upper management regarding these 'frozen' roles is becoming deafening. Any intel on whether the hiring freeze is enterprise-wide or just specific segments?

Management has been playing this game for a while now. They keep those stale job postings up to give the illusion of growth to shareholders and new recruits, but the reality is a silent hiring freeze. If you lose someone on your team, don't expect a replacement anytime soon. It is classic corporate cost-cutting disguised as 'resource evaluation.' They are banking on the remaining staff to absorb the extra workload until morale hits rock bottom. It is a slow squeeze, and everyone currently working there knows exactly where the ship is headed.
