The 'budget tightening' line is the oldest script in the book at SAIC. I’ve seen this exact cycle play out three times in the last decade. Whenever middle management starts acting cagey about funding delays, it usually means the spreadsheets are being finalized for the next round of cuts. People aren't checking out because they're lazy; they're checking out because they’ve learned that going the extra mile gets you nothing but a higher target on your back when the RIFs hit. Protect your resume and keep your options open.
I wouldn't call it 'quiet quitting' so much as just matching the company's energy. If leadership treats us like disposable line items on a balance sheet, why should we treat the work like it’s our legacy? The apathy is just a survival mechanism at this point. Everyone can smell a layoff coming from a mile away, and frankly, I’d rather save my best work for a place that doesn't use 'government funding' as a convenient excuse to clear house every eighteen months. Just do your hours and focus on your exit strategy.
