Salesforce is offshoring jobs while laying off domestic staff?

Seeing a lot of chatter, both on here and other tech news sites, about Salesforce hiring more overseas to cut costs. It's pretty demoralizing to see that happening at the same time people here in the US are losing their jobs. Feels like a double whammy. Are these new hires in different divisions or are they directly replacing people who were let go? Anyone have insight into how this decision is being made internally? Seems like a pretty scummy move if they're prioritizing cheaper labor over their existing workforce, especially after all the years many of us have put in.
