From what I've seen, severance packages are all over the place and depend on a bunch of factors. I wouldn't count on anything specific. Start getting your resume and LinkedIn profile updated now. If you haven't already, look into companies that are hiring in your field and level. It's always better to be prepared and have options, even if you don't end up needing them. Don't rely on internet rumors – talk to a lawyer if you want real advice.
I've heard similar rumblings about possible cuts. My understanding is that Splunk has generally been decent with severance, often exceeding the bare minimum legal requirements. Unused PTO is almost always paid out. Benefits continuation is trickier but often offered for a period. Weeks per year of service seems like a reasonable expectation but I'm only speculating based on what I've gleaned over time. Hopefully, it won't come to that for any of us.
