Synopsys: Slowdown in hiring and project approvals?

Is it just me, or has Synopsys really slowed down on approving new projects and hiring lately? I've seen several initiatives get stuck in "review" for months, and requisitions that would normally be filled within weeks are just sitting stagnant. My manager is being tight-lipped, but the vibe I'm getting is definitely one of caution and belt-tightening. It's making it hard to plan for the future and even retain talent when people are looking for growth opportunities that aren't materializing.
