Anyone else noticing the 'quiet' hiring freeze?

Is it just my department, or has the hiring pipeline completely dried up at Travelers? I’ve been tracking a few roles I had my eyes on for internal mobility, and they’ve been pulled down or just left in a state of suspended animation for weeks now. When I asked my manager about the lack of backfill for a colleague who left last month, the answer was just a vague 'budget realignment.' It feels like we are being squeezed to do more with less while leadership keeps talking about 'operational efficiency' in every town hall. Usually, when the reqs disappear like this without a formal announcement, the next step is a reduction in force. I’m just trying to figure out if this is isolated to my division or if the whole enterprise is tightening the belt this hard before Q4. Has anyone heard anything specific from their directors about Q3 headcount targets? The silence from the top is getting pretty loud.

It is definitely not just your department. I have seen the same pattern across several teams where roles are posted, interviews are scheduled, and then everything goes radio silent. It is frustrating because they keep pushing the narrative of efficiency while we are all drowning in the workload left behind by those who quit. At this point, it feels like they are just waiting for attrition to do the heavy lifting for their budget cuts. The lack of transparency makes it hard to plan anything for our own career growth, but honestly, I think a formal freeze is already in effect whether they admit it or not.

I would not count on any of those positions reopening anytime soon. Leadership has been using that 'budget realignment' line for a while now to mask what is clearly a company-wide strategy to tighten the belt. Everyone is feeling the pressure to pick up the slack, and unfortunately, that has become the standard operating procedure lately. If you are looking for internal mobility, you might be better off looking elsewhere. When the silence gets this loud, it is usually a sign that they are trying to shrink the headcount without having to deal with the optics of mass layoffs.
