WEC Energy: Anyone else feel like there's been a shift in hiring/staffing?

Lately, I've noticed a significant slowdown in external hiring at WEC. It feels like roles that would have been filled pretty quickly in the past are now remaining open for much longer, or sometimes they get put on hold altogether. There also seems to be a lot more internal shuffling and 'realignments,' which is understandable to a degree, but it's starting to feel like a pattern. I haven't seen any official layoff news, and my team is still fully staffed, but there's a definite 'atmosphere' shift. It makes you wonder if the company is being more cautious with headcount, maybe looking to optimize existing resources before bringing on new people. Is anyone else seeing this? Any managers out there willing to share if there are internal directives about headcount freezes or stricter hiring controls? It feels like they're tightening the purse strings quite a bit, and the internal movement could be a way to consolidate resources or fill critical gaps without bringing in new people. It's a bit unsettling when you don't get a clear explanation for the changes, just a feeling that things are being managed very conservatively right now.
