Xcel Energy - Budget Cuts and Hiring Freezes?

Just wondering if anyone has any concrete info or has heard anything official about potential budget cuts or a hiring freeze at Xcel. My team lead mentioned that new hires are being 'put on hold' for the foreseeable future, and that some discretionary spending is being 're-evaluated.' It sounds like classic pre-layoff talk to me, even though there's no direct announcement. We haven't had any layoffs that I know of, but the atmosphere is definitely tense. People are whispering, and nobody seems to have a clear picture of what's coming. Is this happening across the board, or just in specific divisions?
