Honestly, you're probably right to be cautious. I had a similar situation at my last company. The manager's behavior was the first sign, followed by 'restructuring'. It's always better to be prepared. Dust off the resume, see what's out there. No harm in looking, right? Even if nothing happens, you'll have a better sense of your market value.
Seven years is a good run, but sometimes you gotta trust your gut. Those 'budget cuts' whispers are never a good sign. Maybe start discreetly networking with people you know at other companies? A friendly chat can turn into an opportunity. I agree with the other commenter, update that resume and test the waters.
