Focus on California layoffs - why so concentrated?

Reading about the latest Cisco layoff round, and the focus seems to be heavily on California. With 400+ people let go, and the source mentioning CA specifically, I'm wondering if there's a strategic reason for this. Is it cost-cutting specific to that state's overhead, or are certain functions primarily based there being restructured? It's always tough to see job losses, but the geographical concentration makes me curious.
