Focus on California layoffs - why so concentrated?

Reading about the latest Cisco layoff round, and the focus seems to be heavily on California. With 400+ people let go, and the source mentioning CA specifically, I'm wondering if there's a strategic reason for this. Is it cost-cutting specific to that state's overhead, or are certain functions primarily based there being restructured? It's always tough to see job losses, but the geographical concentration makes me curious. Anyone in CA who was impacted, or knows someone who was, have any insights into why it seems to be hitting that region particularly hard this time around? Just trying to piece together the bigger picture beyond the standard layoff announcements. Doesn't feel like a random distribution this go-around.
