Anyone else seeing hiring freezes at CFI?

Noticed a couple of requisitions I was tracking for my team at Citizens have suddenly gone inactive or been pulled. When I asked my manager, they were super cagey and just said 'resource allocation review.' Sounds like a polite way of saying no new hires for a while, maybe even a freeze. Is anyone else experiencing this? Seems like a precursor to potential cost-cutting measures. It's not a full-blown layoff announcement, but the hiring freeze is definitely a red flag for me.
