Is it just me, or are internal moves becoming impossible?

I've been trying to explore internal opportunities for a while now, and it feels like a brick wall. Not only are open positions scarce, but when they do pop up, the internal application process seems to be a black hole. HR says things are just "moving slower" but it feels more deliberate. People who normally would be open to discussing moves are suddenly very hesitant, even for lateral positions. It's creating a lot of frustration and a feeling of being stuck. Anyone else experiencing this, or have any tips on navigating the internal job market right now? Wondering if this is a sign of a broader hiring slowdown or if there's something else going on behind the scenes that's making internal mobility so difficult. I'm starting to think about looking outside, but really wanted to stay within ConEd if possible.
