Yeah, I'm in Ads and feeling it too. The constant restructuring is exhausting, and morale is in the toilet. It's hard to focus when you're constantly wondering if your team is going to be dissolved. They did something similar in '09, stealth layoffs through attrition and project cancellations. Brush up the resume, it's never a bad idea to be prepared. Start documenting everything you do too, makes it easier to quantify your contributions if you need to later.
Honestly, sounds like standard big-company stuff to me. Things ebb and flow. Maybe your manager is just burned out and taking some time. Projects get shelved all the time, budgets get reallocated. Seven years is a long time to be at one place; maybe you're just noticing the cyclical nature of things more acutely now? Don't panic, but keep an eye on the grapevine. A lot of rumors aren't true, but they tend to start for a reason.
