I don't know the official policy, but generally, rehire eligibility is usually pretty quick, like 6 months. The bigger issue is often whether the role you want will even *exist* after a layoff. Focus on networking now, both inside and outside the company. Even if your friend gets rehired later, having those connections will be invaluable regardless of what happens.
Been there, done that (at a different company). Don't get your hopes up about 'prior service' counting for much of anything. They might give you a *tiny* bit of credit for vacation accrual, but benefits are almost always reset as if you're a brand new employee. Honestly, your friend should start looking outside the company *now*. Much better to have options than to rely on a hypothetical rehire.
