I hear you. That happened to me last year. My manager praised my work constantly, but then the review felt like a completely different person wrote it. I think they're sometimes forced to fit everyone into a bell curve. Start documenting *everything* you do, and CC your manager's boss on major accomplishments. It's a pain, but it might give you more leverage next time. Don't let it get you down too much – start looking for other opportunities if you feel undervalued.
Honestly, 'meeting expectations' isn't always a bad thing, especially at Mastercard. It probably means you're competent and reliable, which is valuable. Are you sure you're seeing the full picture? Maybe the budget was tight, or someone else had an even more impactful year. Consider asking for specific areas where you could 'exceed' next year. It's possible your manager actually sees your potential, but there's only so much room at the top.
