I hear you loud and clear. I went through something similar at a previous company. The constant threat of layoffs is soul-crushing. My advice is to document *everything* you do, and quantify your contributions as much as possible. It might not save your job, but it'll help you negotiate a better severance package or at least make your resume shine. Good luck with the job hunt!
Restructuring and streamlining are usually code for layoffs, unfortunately. But sometimes it's just corporate buzzwords. If your manager is as bad as you say, maybe they are out of the loop too? It's worth talking to your team members to see if they are feeling the same way. There's strength in numbers, and a united front might at least get management to acknowledge the issue... or it might just make you a bigger target.
