Totally feeling it. I've been through a couple of these 'restructurings' (that's what they called it last time, anyway). The 'efficiency gains' talk is a classic sign. Best advice? Document EVERYTHING you do, especially if it involves saving the company money or preventing a disaster. It’s ammunition if they start looking for easy targets. Good luck with the resume!
Honestly, this sounds like standard corporate behavior. Every company talks about efficiency and streamlining at some point. Oracle gets a bad rap, but they're not uniquely evil. Maybe take a deep breath and wait to see what actually happens? Updating your resume is smart in general, but don't jump to conclusions just yet. Could just be a shift in priorities, not necessarily layoffs.
