Internal mobility freezing up?

Has anyone else noticed that it’s become nearly impossible to move teams lately? I’ve been trying to transfer to a different unit within Progressive for better alignment with my tech stack, but every time I get a lead, the hiring manager shuts it down claiming 'internal budget freezes' or 'pending reorganization.' It’s frustrating because I’ve heard we are still technically backfilling roles, but it seems like we aren't allowed to move laterally anymore. It feels like they want to lock everyone into their current seats while they figure out who stays and who goes. I have a few friends in different departments saying the same thing. Is it just standard end-of-quarter tightening or should I be worried that my current role is on the chopping block? Feels like a massive red flag that we aren't allowed to shift around.

It is definitely happening across the board. I have been trying to switch departments for six months, and I keep hitting the same brick wall. It feels like they are intentionally trapping people in their current roles to avoid the headache of onboarding someone new, even if the team is desperately understaffed. They talk about internal mobility being a core value during onboarding, but that is clearly just empty marketing speak. When you actually try to use it, you realize the system is designed to keep you exactly where you are to keep metrics stable.

I have been seeing the exact same thing in my business unit. It is incredibly demoralizing to watch outside hires fill positions that perfectly match the skills I have been building here for years. The 'budget freeze' excuse is getting old, especially since we see the headcount numbers shift every quarter. They want us to stay put so they don't have to deal with the logistical nightmare of backfilling our old roles. At this point, the only way to get a real promotion or work on the tech stack you actually want is to jump ship entirely.
