Is internal mobility officially dead?

I’ve been trying to pivot internally for six months now. I’ve got strong performance reviews, I’m well-liked by my leads, and I’ve been putting in the hours. Every single time I reach out to a hiring manager for an internal opening, I get the same scripted 'we’re prioritizing external candidates' or 'the role has been put on hold due to budget constraints.' It feels like Progressive is trying to squeeze us out to avoid paying severance or simply relying on attrition to lower the headcount. I saw the news about the 69 layoffs last month and it’s honestly just demoralizing. Why are we spending money on fancy 'culture' initiatives and town halls when actual employees are being blindsided by restructuring? At this point, it’s clear that loyalty doesn’t mean much here. If I can’t land an internal role by the end of Q3, I’m out. I’m tired of the empty promises and the constant goalpost shifting. Has anyone else had luck getting out of their current department, or are we all just stuck in these roles until the next layoff happens?

It is definitely starting to feel like a calculated strategy. When I was looking to move teams last quarter, I ran into the exact same wall. Every hiring manager I spoke with had an identical excuse about 'budget freezes' or 'external focus,' even when the posting had been live for weeks. It feels like they would rather go through the entire cost and headache of onboarding someone brand new than keep institutional knowledge in-house. Don’t take it personally; it seems like a corporate-wide directive to stall internal movement until people just give up and quit on their own.

Honestly, I stopped trying months ago after being ghosted by three different departments I was perfectly qualified for. The 'prioritizing external candidates' line is just HR speak for wanting to avoid the paperwork of an internal transfer or testing the waters for a cheaper hire. At this point, it is pretty clear they are banking on quiet attrition to shrink the departments. If you have the energy, start updating your resume for outside roles. Why kill yourself trying to climb a ladder that they are actively pulling away from the wall?
