Schlumberger - Internal Mobility Seems Stalled

Is it just me, or has internal job hopping basically ground to a halt here? I've been looking to move to a different department for a while now, and usually, there are a few interesting roles popping up each quarter. This past quarter, though, it's been crickets. Even for positions that used to get a lot of internal applications, the postings seem to linger. My manager also mentioned that approvals for internal transfers are taking way longer than usual. Feels like they're either not backfilling roles or they're really hesitant to let people move around. Anyone else experiencing this? Makes it hard to see a long-term path here if internal growth is this restricted.
