It is the classic slow-bleed strategy they have perfected over the years. By picking off a couple of people here and there instead of announcing a massive restructuring, they keep the internal atmosphere full of anxiety while avoiding the bad PR that comes with a big layoff. It forces everyone to keep their heads down and work harder just to avoid being the next name on the list. I have seen the same pattern in other regions, and it really destroys morale when you never know if your desk is going to be packed up by the end of the week.
That is incredibly frustrating to hear, especially when management acts like things are stable. The psychological toll of these 'silent' reductions is way heavier than a single clean cut. I am at a different site and we have noticed a lot of 'restructuring' that looks identical to what you are describing. It feels like they are methodically shrinking the footprint without giving anyone the courtesy of knowing the long-term plan. Just keep your resume updated and stay ready, because these fragmented cuts rarely stop once they gain this kind of momentum.
