It's definitely worth trying to negotiate! 2 weeks per year is pretty standard, but your specialist role on the tech side could give you some leverage. Highlight your contributions and any projects where you went above and beyond. See if you can get them to include healthcare coverage for a few months or outplacement services. Even if they say no, you haven't lost anything. Good luck!
I wouldn't get your hopes up too high. Large companies like Target usually have pretty rigid severance policies. They're unlikely to deviate much, especially if it's a widespread restructuring. PTO payout is almost always required, so that's a given. Unvested stock options are probably gone, but still worth asking about. Focus on securing a good reference from your manager; that will be far more valuable in the long run.
