I've been at TI for almost 15 years, and 'streamlining operations' is practically a quarterly event. Try not to panic. My advice? Document *everything* you've worked on, especially the impact of your contributions to that low-power chip. Numbers are your friend when they're justifying headcount. Also, update your resume, just in case. Better to be prepared than caught off guard. Good luck!
Honestly, Kilby Labs should be safe. That's where a lot of the innovation comes from. 'Realigning resources' usually means moving people *to* where the growth is, not away from it. But I wouldn't completely dismiss the rumors. Maybe try to network a bit more outside your immediate team? Knowing what other groups are doing, and how your work connects, can make you a more valuable (and harder to cut) asset.
