Internal Transfer Difficulty - Is TI Blocking Movement?

Anyone else having a ridiculously hard time trying to move internally at TI? I've been trying to transfer to a different department for months now, and it feels like I'm hitting a brick wall. My manager is being unsupportive, and the target department keeps saying 'no openings' or delaying decisions. It's not just me; I've talked to a couple of colleagues who are also struggling to make internal moves. It used to be that internal mobility was encouraged, a good way to gain new skills and keep talent within the company. Now it feels like they're making it intentionally difficult, almost as if they want people to look elsewhere. This combined with the hiring slowdown is making me wonder about the long-term outlook here. Is this a deliberate strategy to cut costs indirectly, or is there some other reason? Any advice on navigating this or insights into why internal transfers are suddenly so hard would be appreciated.
