Is a RIF coming? Seeing more 'efficiency' talk in Q3 emails

Is it just me, or has the tone in the internal newsletters shifted significantly over the last few weeks? Leadership keeps dropping buzzwords like 'optimizing operational footprint' and 'streamlining resource allocation.' Usually, whenever we start hearing about streamlining, the next step is a round of involuntary separations. My manager keeps cancelling our 1:1s and acting weird, which is never a good sign. Has anyone heard anything through the grapevine from HR or finance? I’m in one of the divisions that has been underperforming lately, and the anxiety is starting to get to me. I’ve already started dusting off the resume just in case, but I’d rather know if the ship is sinking before I go down with it. If anyone has intel on whether they are planning a headcount reduction for Q4, please share. Better to prepare now than get caught off guard.

Textron has been running this playbook for years. Whenever they start using 'efficiency' and 'streamlining' in the same paragraph, it is time to update your resume and start networking. It is almost always a precursor to a restructuring phase. Managers get tight-lipped because they are being coached on how to deliver the news, not because they are busy. Keep your head down, save your files, and start preparing for the worst-case scenario before the announcements actually drop.
